| 研究人才政策补贴影响企业研发投入的效果,对优化人才政策至关重要。文章首先从理论上厘清了人才政策补贴影响企业研发投入的机制,其次采用中国上市公司微观数据进行实证检验,研究发现:第一,人才政策补贴会显著增加企业研发的投入,研究结论在考虑了内生性等问题后依然稳健;第二,人才政策补贴可以通过加快企业人才集聚和提升企业的信誉两个渠道对企业的研发产生积极影响;第三,相对于中小企业,人才政策补贴对大企业研发投入的促进作用更大,对市场化程度低、地区人才禀赋差和中西部地区企业的促进作用更强。由此提出加大人才政策补贴的支持力度,人才政策补贴要向欠发达地区倾斜,企业必须注重提升自身的人才集聚能力、建立良好的企业信誉的对策建议。 |

| Studying the effect of talent policy subsidies affecting enterprise R&D investment is crucial to optimizing talent policy. This paper firstly clarifies the mechanism of talent policy subsidies affecting enterprises' R&D investment theoretically, and secondly empirically examines it using micro data of Chinese listed companies, and finds that: firstly, talent policy subsidies significantly increase enterprises' R&D investment, and the research conclusion is still robust after considering endogeneity and other issues; secondly, talent policy subsidies can have a positive impact on enterprises' R&D by accelerating the talent pooling of enterprises and enhancing the credibility of enterprises through two channels; thirdly, relative to small and medium-sized enterprises, talent policy subsidies have a greater promotion effect on large enterprises' R&D investment, and a stronger role in promoting enterprises with low degree of marketization, poor endowment of talent in the region, and in central and western regions. Thus, it is proposed that the support of talent policy subsidies should be strengthened, talent policy subsidies should be tilted to the less developed regions, and enterprises must focus on improving their talent gathering ability and establishing a good corporate reputation as countermeasure suggestions. |
